The objective of this programme, financed by the Directorate-General for Justice, Freedom and Security of the European Commission, is to promote efficient indications to define programmes for the prevention of juvenile delinquency by taking into consideration the experiences and results that were obtained in five European countries. In each country and also on a global level, recent phenomena in juvenile delinquency, like cyber-crime and E-bullying, the influence of drug use on crime, youth gangs and finally the exploitation of minor immigrants in crime, will be analysed and studied. These topics were also developed during the International Congress on Recent 'Phenomena in Juvenile Delinquency: new penal forms' organised by the IJJO in 2007.
The IJJO invites its users and collaborators who are interested, to contribute with their knowledge on these topics and to send us their suggestions, comments, researches, etc. regarding the development of efficient measures for the prevention of juvenile delinquency according to the four defined axes, by mail: oijj@oijj.org or on the IJJO Forum. In accordance with the research done by Anton Van Kalmthout of the University of Tilburg (the Netherlands) about the application modalities of the pretrial detention measures and the bases for the Common European Regulations, emphasis is put on the fact that, in a lot of countries the pretrial detention of minors is done in worse conditions than that of adults. There is a need to develop minimum standards to protect the rights and the welfare of minors in pretrial detention, both concerning the maximum duration as the educational programmes, etc.
Which good practices and strategies should be developed for minors in provisional arrest?
