Report: The ethics of the security forces when minors are presentIJJO Juvenile delinquency is currently object of criminal policies which are becoming more and more repressive according to the research carried out by the National French Commission on the Ethics of Security. The report highlights the importance of the security forces considering minors who are offenders or not, as a vulnerable being because their involvement in a police intervention may have serious repercussions on their development.
In spite of the existence of texts on the protection of minors, according to this study it still often occurs that young people still suffer moral or physical damage in confrontations with security forces. This report is aimed at professionals attending to minors and always uses as a reference the minor’s best interest. [+] | | Apr 30, 2009 UNITED KINGDOM The Arrest and Detention of Children Subject to Immigration ControlIJJO In the United Kingdom, 2000 children are detained every year at the immigration control for administrative reasons, according to the results coming from the report done by the Children’s Commissioner for England, Sir Al Aynsley-Gren.
The situation of minor migrants in Europe is still very worrying, although article 37 of the Convention on the Rights of the Child specifies that the detention of minors should be considered as a last resort. This report highlights that the number of detentions as well as their duration is increasing on a large scale, in spite of the recommendations of international institutions. Conference: Making it work- Turning good practice into standard practiceIJJO In March 2009, the International Juvenile Justice Observatory (IJJO) participated in Lisbon (Portugal) at the event: 'Making it work- Turning good practice into standard practice', organised by the European Offender Employment Forum.
During this meeting, the establishment of an interdisciplinary intervention network was discussed, in order to promote the socio-professional integration, after a better European cooperation to exchange good practices and mutual learning among the Member States. [+] |

In accordance with the research done by Anton Van Kalmthout of the University of Tilburg (the Netherlands) about the application modalities of the pretrial detention measures and the bases for the Common European Regulations, emphasis is put on the fact that, in a lot of countries the pretrial detention of minors is done in worse conditions than that of adults. There is a need to develop minimum standards to protect the rights and the welfare of minors in pretrial detention, both concerning the maximum duration as the educational programmes, etc.
