An open and secure Europe serving and protecting the citizenIJJO In December 2009 the European Council adopted the multi-annual Programme for the period 2010-2014, highlighting the importance of developing an open and secure Europe serving the citizen, reinforcing the democratic character of the European Union which essentially benefits its citizens.
The International Juvenile Justice Observatory (IJJO) points out the relevance of the development of common strategies to provide an adequate response to the situation of minors in conflict with the law among the objectives of the European Union. Therefore, last year, within the initiative of the European Commission to consult the civil society regarding the future priorities for 2010-2014, the IJJO had proposed some recommendations in the field of liberty, security and justice, and juvenile justice. The existence of indicators in Juvenile justice is a key to evaluate and address the juvenile justice systems in Europe, in order to guarantee that all children in conflict with the law, have correct and fair assistance at all time, and the international standards are respected.The biggest challenge for the development of indicators is the huge diversity of the systems in Europe and the different methodologies used to address the issues.
