Second Meeting of the APCJJ Subcommittee for ASEAN

The Second Meeting of the APCJJ Subcommittee for ASEAN, titled ‘Regional guidelines on Juvenile Justice: promoting cross-border safeguards and defining strategies on elimination of violence against children in conflict with the law’ took place from the 15th to the 17th of June 2016 in Bangkok, Thailand.

The meeting gathered stakeholders from the administration, judiciary, academia, and NGO sectors to discuss the most relevant and pressing juvenile justice issues that affect the ASEAN Member States.

The IJJO organized this meeting in cooperation with the Department of Juvenile Observation and Protection of the Thai Ministry of Justice (DJOP). This meeting was also supported by the ASEAN Commission on the Rights of Women and Children, UNODC, UNICEF and the Office of the Special Representative of the Secretary-General on Violence against Children. 

Second meeting of the APCJJ Subcomittee for ASEAN

The main topics of the meeting were:

  • Cross-border cooperation in ASEAN concerning the Treatment of Children in Conflict with the Law: good practices and experiences for the drafting of regional guidelines
  • Children deprived of liberty: conditions, situations and challenges in the context of the preparation of the UN Global Study (UN GSCDL)
  • Strategies for eliminating Violence against children in conflict with the law: implementing the VAC regional plan of action in the ASEAN

The basis for the Second Meeting of the Subcommittee for ASEAN was the APCJJ report ‘Addressing Juvenile Justice Priorities in the Asia-Pacific Region’, which gathered all the content produced as a result of the Second Meeting of the APCJJ (May 2015, Phuket, Thailand).

The APCJJ report focuses on three main issues: violence against children, diversionary measures as well as alternatives to detention and finally restorative juvenile justice. These topics are tackled in the report by a theoretic approach, snapshots of promising practices of Asia-Pacific countries, and a policy-oriented workshop.
