In our months of covering the juvenile justice system on Vegas Lost, one fact keeps coming up: through our coverage of detention centers, court hearings, sentences, diversion programs, through all of it, it's the fact that no one really knows if any of it is working.

Former state representative Patricia Farley puts it bluntly:

"What we know today is that the system is broken," Farley says.

We're talking to her about an assembly bill that aims to change that -- AB 111. The bill calls for an audit of the entire child welfare and juvenile justice system.

Every program would be audited.
