Some of the last big changes Pennsylvania made to its juvenile justice system came almost a decade ago, after the “kids for cash” scandal in which judges in Luzerne County took bribes for keeping minors in private detention facilities.
Those reforms made sure kids had defense attorneys at hearings, among other things.

In 2014, Philadelphia started an experiment to cut down on the numbers of kids getting arrested — starting with in-school arrests. The person who spearheaded it was Kevin Bethel, who was the deputy police commissioner at the time. School police officers were under Bethel’s supervision.

“When I looked at the data, you know what I said to myself? I’m feeding the system,” Bethel said. “I’m locking up 1,600 kids a year.”

That’s according to a report recently released that was conducted in October 2018. Now, the state is looking to hire someone to find out why more racial and ethnic kids are entering the juvenile justice system.

The state says a recent study looked at youth arrests and referrals to the courts, and it found a lack of law enforcement familiarity with training to reduce implicit biases. It also found more stakeholders, like faith-based organizations and schools, need to be involved to address these disparities.
