The IJJO tackles juvenile justice for young adult offenders at the CEP international seminar

The Confederation of European Probation (CEP) organised an international seminar on ‘Working with young adult offenders’ (age group: 16-25 years old) in Lillestrøm, Norway, from the 31st of August to the 1st of September. The IJJO, represented by Sophie Duroy, gave a presentation on “Child-friendly measures applicable to young adults”. 


Ms Duroy recommended that young adults should be treated as juveniles in the justice and sentencing process due to their maturity and development levels, as well as to their specific needs.

The programme, with representations from many different countries, witnessed contributions from Norway, The Netherlands, the United States of America, Spain, Slovenia, Estonia, Belgium, England and Scotland.

Some of these presentations came from members of the European Council for Juvenile Justice, including Jolande uit Beijerse (Netherlands, Rotterdam University), Jako Salla (Estonia, Ministry of Justice), Maartje Berger (Netherlands, Defence for Children International) and Annemieke Wolthuis (Netherlands, European Forum for Restorative Justice).

Combining plenary sessions and workshops, the seminar was the opportunity to discuss in particular the following subjects:

• Transitions between juvenile and adult penal settings.

• Dealing with juvenile extremist offenders.

• Various health-based and motivational approaches.

• Practical and outreaching work with young adult offenders.

• Practices of restorative justice in various settings.

• Working with young adult foreign offenders, young adult female offenders, etc.

• Entrepreneurship as a way of reducing re-offending.

• Climate studies in institutions for young adult offenders.

Many local initiatives and projects were also presented during workshop sessions.
