La consellera de Justícia, Ester Capella, se emocionó ayer tras conversar con los jóvenes internos en Can Llupià, un centro de justicia juvenil que ofrece a los chicos y chicas que ingresan, muchos por robo con violencia e intimidación, herramientas educativas para rehacer sus vidas. Hasta 2016, el número de jóvenes que entraban en estos centros iba a la baja. Pero coincidiendo con la llegada de menores extranjeros no acompañados (menas) los internos han repuntado un 19%.

Under current Michigan law, 17-year-olds are automatically tried as adults. The bill package would raise that age to 18 years of age.

Representative Martin Howrylak (R-Troy) spearheaded the legislation. He says a similar bill package failed to pass the Senate two years ago because it didn’t include a funding mechanism. He says this package does.

An independent report has urged ministers to raise the age of criminal responsibility in Scotland to 16 and set up a new youth justice system for offenders up to the age of 21.

The work, commissioned jointly by the charity Action for Children and Bruce Adamson, Scotland’s Children and Young People’s Commissioner, also highlighted the lack of secure accommodation for young people.

The government’s proposed bill says that a child in custody on remand “must be segregated from all detained adults”.

But the language differs for children convicted of offences. It says they “must be treated in a way that is appropriate for a child’s age”.

Amnesty advocacy manager Emma Bull said, “As the bill stands, children can continue to be detained alongside adults in prison.
