Report on HM Prison and Young Offenders Institution Glenochil

Resumen

1.1 An inspection of HM Prison and Young Offenders Institution Glenochil was carried out during the period 18-27 February 1996, the last full examination having taken place in 1992.

1.2 The prison buildings, which were constructed in the 1970's, are not, however, ideal and suffer from a number of design and structural weaknesses. Nevertheless, the inspection team was impressed by what Management and Staff were trying to achieve at this large and complex establishment which accommodated Young Offenders (YO) at one end of the spectrum and a large number of long term prisoners (LTP) at the other. However, a number of deficiencies have been highlighted to the Governor and are also contained in this report.

1.3 Our main anxiety, however, revolved around both the levels of drug abuse in the prison and the capacity of medical and other supporting resources to cope with the many insidious side effects which are related to this problem.
