Child rights advocates find 12 year old minimum unacceptable

Child rights advocates said the House Bill intended to lower the age of criminal responsibility to 12 years old is still unacceptable. According to the report, House committee on justice approved the bill that would lower the minimum age of criminal responsibility from 15 years old to 9 years old. “We are enraged with this move in the lower house to hasten the passage of the bill which is nothing but a by-product of a defective and questionable process,” said Salinlahi secretary-general Eule Rico Bonganay. “The cries of advocates and the public clamor not to lower the MACR fell into deaf ears,” he added. According to Bonganay, the minimum age of criminal responsibility should be retained at 15 years old.
