The purpose of this document is to assist states in monitoring and achieving compliance with the core requirements specified in the Formula Grants Program authorized under the

Juvenile Justice and Delinquency Prevention Act (JJDPA).

Since its passage in 1974, the JJDPA has changed the way states and communities deal with troubled youth. The original goals of the JJDPA and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) were simple: to help state and local governments prevent and control juvenile delinquency and to improve the juvenile justice system. The reauthorization of the JJDPA in 2002 reaffirmed these goals.

A second important element in the 1974 JJDPA was to protect juveniles in the juvenile justice system, including those detained in adult facilities, from inappropriate placements and from the harm—both physical and psychological—that can occur as a result of exposure to adult inmates.
